Chapter 1 - About the VNFL

The VNFL is a league that  attempts to mirror the NFL, however, in trying to get the league to be exactly like the NFL it takes a certain understanding by owners that certain problems arise from time to time from a fantasy perspective, which causes the league to divert from mirroring exactly like the NFL all the time. This is why this rulebook and rules have to be modified and new things need to be adapted so we can get some semblance of a rule that mirrors or comes close to being like the NFL but still keeps the integrity of the league in tact and works with a fantasy football league as well.

It is an intricate balance between the two, and sometimes it cant always be like the NFL.

I.Pricing-What’s it going to cost you?

The cost of a franchise is $60

III.What is the VNFL and what is it all about?

    ● 8 divisions (4 in the NFC/ 4 in the AFC) of four teams  (North, South, East, and West)

    ● 6 Play-off Participants- Four division winners, two wild card teams

    ● 30-38 man active rosters and an 10 man taxi squad

    ● Whatever the NFL Salary cap is. It will be a Hard Cap

    ● 17 starters, balanced between offensive positions and defense for realism

    ● Balanced Offensive/IDP Scoring

    ● Starting lineups will be determined by NFL position

    ● Auction style bidding for free agents

    ● Manage player holdouts & retirements and apply a franchise tag to your players

    ● Mandatory 4 round Rookie Draft

    ● Contract extensions

10% annual player raises for all players on your roster.

    ● Cash Payouts for:

-Highest scoring team for the week.

    -Highest score in a game.

-Most points scored by a team

-Best GM as voted on by the league

-Playoff teams, the more you win, the more $$ you can win

    ● A fantasy Football Trophy for the overall winner of the league plus cash

    III.Teams and Divisions

The league will consist of the 32 teams divided into 2 Conferences, The National Football Conference and the American Football Conference, with 4-teams in each of the 4 divisions NFC North, South, East, and West AFC North, South, East, and West.

     Chapter 2 -  Rules Re-Evaluation

~ If such a situation(s) arises, the commissioner has the right to re-evaluate the league rules to determine whether the situation at hand, such that the intent of the rules when they were written can be upheld because the literal interpretation would lend itself to the contrary.

~If so, the commissioner may forgo the rules as written and apply the rule’s intent. If the commissioner comes to such a decision, he must inform the other league owners by email or by message board explaining the situation, the decision to forgo the rule in question, and the reasoning for making such a decision.

~Remember, the commissioner will change rules and keep the integrity of the league compatible to as much as the NFL does.  The growth and challenge of the league while trying to stay as close to the NFL will always take precedence.

    Chapter 3 - Franchise Ownership

The commissioners of this league expect a certain level of commitment and participation. Participation is the lifeblood of a fantasy football league

~An owner may not Co-Own more than one franchise at any given time, unless we cannot fill the spot.

~No refunds of league fees will be given out for the current year or the next year if paid in advance.. Paying league fees implies a commitment to run the team for the full season. It takes a lot of time and work to sell one of these franchises

~If an owner just ups and quits, or is expelled from the league, a new owner will be sought after immediately.. If one cannot be found, we will have a foster owner take over the team. The foster owner is not allowed to make any trades (Players and/or picks) at any time during the remainder of the season.

~ It is your responsibility to draft, buy FA’s, and when you do trades ensure you have your Bye weeks covered, any possible injuries to your stud players, and possible different line up formations covered. You need to build your team with depth at positions to cover these.

    I.Team Ownership Responsibilities:

     1. Owners are responsible for knowing and following the league rules, bylaws & schedules.

     2. Owners are responsible for ensuring that their team has current contact information.

     3. Owners are responsible for responding to emails from the commissioner or other owners in a timely manner. (48 Hours)

     4. Owners are responsible for taking part in league votes and debates.

     5. Failure to respond to trade offers will not be accepted.

     6. Failure to follow or participate in any league function or schedule will not be accepted.

     7. Owners also should understand that a high level of participation is also required during the off-season.

     8. In the event that you will be away for an excessive period, you should notify the commissioner.

    Chapter 4 - Orphan Teams

I.When a team becomes an orphan the following will apply.

~ In the case that there are multiple vacant franchises, replacement owners will have a choice as to which franchise he or she would like to manage and operate among those vacated franchises based on first come, first serve. .

~ The Commissioner may act as a proxy for another franchise upon request for a short period of time due to the nature of the request.  Any franchise that is currently controlled by the League Commissioner for any reason will not be allowed to participate in any transactions, to advance to the playoffs, nor be allowed to win any prize payouts.

II.Replacement General Manager – Contract Amnesty

When a replacement General Manager takes over a vacant team, the new owner will have 72 hours to notify the commissioner if he/she will take the option of applying a contract amnesty.  The amnesty will consist of voiding up to 2 contracts on his/her roster, which means 1-2 players are dropped and will become a free agent without salary cap penalty./p>

    Chapter 5 - League Payout

    I.Entry Fee and Deadline

The league will utilize Leaguesafe for handling league dues. The deadline for all entry fees will be determined by the commissioner.

II.ALL ENTRY FEE MONEY IS NON-REFUNDABALE.

The commissioner will do league payouts. Payout for a League Trophy is up to the champion. *= league payouts subject to change based on possible increase in pricing of the VNFL trophy, MFFL site cost, or other expenditures that fall under price increases. *

Ways teams/owners can win throughout the season are:

Highest scoring team for the week. (Triple headers and double headers count for 1 score.)

    -Highest score in a game.

-Most points scored by a team

-Best GM as voted on by the league

    -Division winners

    -Toilet Bowl Champion

    -League Champion

    -Runner up

The commissioner will set up the cash payouts for each category as well as the league champion, runner up, and trophy and create a message board link showing the breakdown and accounting for all of the money in the league pot.

    Chapter 6 - Rosters

This league will offer the VNFL starting Lineups for both offense and defense, which are listed under the formations tab on the league site. This is in place so owners can not submit illegal lineups. This system will also help in cutting down on questions of who can you start and who you cant.

    II.Offensive and Defensive Formations

The following are the Offensive formations that the league will use..

      Full T  RB: 3 WR: 1 TE: 1
Pro Set  RB: 2 WR: 2 TE: 1
Single Back  RB: 1 WR: 3 TE: 1

    1. Each franchise in this league will maintain an in-season active roster in accordance to the minimum and maximum players listed in the tables below.

    2. It is the owner’s decision on how many players to carry at each position.

    3. During the off-season (Day after the League Championship till the cut downs) there will be no minimum/Maximum roster size (30/38)

    4. All rookies drafted will count against any roster size until Taxi Squad day (see Taxi squad chapter for more information).

    5. The final cut down date for rosters will be determined by the commissioner and posted on the league calendar. On final cut down day, each owner must designate his or her taxi squad players.

    6. Starting in 2018,all teams can roster 3 QB's on its active roster. Owners can draft as many rookie QB's as they want though and place them on their taxi squad but only 3 can be on your active roster. If you have 3 QB's already on your active roster and you promote a qb from your taxi squad. You will have 24 hours to drop a qb.

    III.Illegal Rosters

In the event that a roster becomes illegal because of the acquisition of a free agent or for any other reason… That owner will be penalized.  No transactions may be made until that roster is made legal, and all transactions that were made will be reversed.

Examples of Illegal rosters include but my not be limited to:

    1. Exceeding the Salary Cap Limit.

    2. Exceeding the limit for # of players allowed on a roster (36).

    3. Ineligible players on Taxi Squad.

    4. Drafting Players during the rookie draft without the proper finances.

    5. Illegal Trades.

    6. Picking up ineligible FAs. (Players who are not on an NFL team)

Because some league rules cannot be enforced on the website, teams are responsible for knowing and following all league rules, even if the website allows illegal roster moves to occur.

    Examples

ANY PLAYER THAT DOES NOT HAVE A CONTRACT ASSIGNED TO THEM THE NIGHT BEFORE THE SEASON KICK OFF GAME ON THURSDAY NIGHT, CAN NOT START. IF A TEAM DOES NOT HAVE A PLAYER SIGNED, THE 1ST GAME THE PLAYER PLAYS FOR HIS NFL TEAM, AND HE IS NOT UNDER CONTRACT TO THE FANTASY TEAM, THAT PLAYER WILL BE DROPPED FROM THE TEAMS ROSTER WITH  THE PLAYERS SALARY COUNTING TOWARDS THE SALARY CAP FOR THAT YEAR.

    IV.Punishment System

We will be moving forward with a point punishment system.   A chart has been put together with a point value designated for each offence.  At years end, we will accumulate every owners offences and penalize them based off their point totals. The loss of draft picks will be penalty.

These will be the charts to follow,

    Team Offences:

    VIOLATIONS POINTS
    1. lineup not submitted  5
    2. Improper offensive formation  2
    3. Improper defensive formation 2
    4. Not paying league fees on time   2 *
    5. Missed draft pick selection 2
    6. Not within the legal roster limit 1
    7. Not within the salary cap limit 1
    8. Starting a FA           0.5
    9. Starting a player on a bye  0.5
    10. Starting an injured player 0.5
    11. Illegal taxi squad moves    0.5
    12. Illegal Trades       0.5
    13. Having more then 3 QB's active  0.5

    Note:       * = a one time deduction

    Punishment Point System:

    DRAFT PICKS POINTS
    1st round pick 11
    2nd round pick 8
    3rd round pick 6
    4th round pick 4

In regards to new owners taking over an orphan team, at this point,  any punishment accumulated by a previous owner will be nullified and the new owner will be granted only the draft picks deducted by this punishment system.

You will still be able to trade current draft picks. We will not prevent that unless your team has already accumulated enough points to warrant a removal of a current draft picks.   If you don't have any draft picks to match your teams punishment penalty at seasons end, then we will take them from the following season.  We are only allowing teams to pay in advance for the following season.  You will not be able to pay two years in advance.

If you will miss your turn in the rookie draft you will be punished two points for missing your pick plus miss your pick until you log on and then you will have the next pick.  If you pre rank your draft picks and you missed your pick but it was picked off of your draft list then you will NOT get penalized for missing your turn as you have prepared in advance and have ranked players remaining on your pre ranked draft list.

    Chapter 7 - Taxi Squads

Taxi Squad: these players cannot be claimed until after the final roster designation date has passed. So roughly from the beginning of September to the trade deadline.

     •         The practice squad is comprised of a minimum of zero players and a maximum of 10 rookies.

     •         The deadline for announcing your taxi squad players will be set by the commissioner.

     •          Players on the taxi squad are not eligible to start a game until they are moved to the active roster.

     •         Once a player is on the active roster (Beginning  1 second after taxi squad designations are due), he may not be placed on any taxi squad again.

     •         Traded players may be put onto the taxi squad only if they were on the other teams’ taxi squad before the trade.

    •         Once a rookie who was drafted, and placed on the team's taxi squad reaches his 3rd season or his ORC expires, he must be moved to the active roster.

    •      Players waived from your taxi squad will not be hit with a Salary cap punishment.

    •         Players that are wrongfully placed on the TS will have a 24 hour window after the commissioner is informed and posts the violation on the message board. After the 24hr window has expired, the player will be released from that team’s roster and placed in the FA pool.

    •         All taxi squad salaries will count 10% against the cap/ their contract years will not.

Taxi squad players salaries will count 100% towards the salary cap, once they are brought up from the taxi squad.

Rookies that were not drafted are allowed on the taxi squad as longs as they have the rookie (R) next to their name, and the team’s taxi squad is not full.

    ·  Only Rookies and undrafted free agents with the (R) designation  will be placed on the Taxi Squad during their rookie year and can stay there a maximum of 3 years.. No other players will occupy the taxi squad.

first round Draft picks will be alllowed to be placed on a teams Taxi squad. The compensation will consist of a 2 1st round draft picks..

    II.TAXI SQUAD (TS) CLAIMS:

Owners may claim a player on an opposing teams taxi squad. The compensation for claiming a player on an opposing teams taxi squad will be an original round draft pick in which the  player was picked, plus a round lower that the player was picked.

A team that is claiming the TS player may give up earlier round draft picks than what is technically required if they do not have the exact round of draft picks.

Once a team claims a player, that player will be put on the claiming team's active roster. The claimed player will be ineligible to be placed back on the taxi squad

The following is the process for Taxi squad claims..

The team owner activating/signing TS players from opposing franchises will pay the price of 2 draft picks to the franchise losing the TS Player; 1 draft pick from the same round the player was drafted, 1 draft pick from the round higher than the player was drafted.

Current year, next year, or the year after next years set of picks may be used for activating/signing DTS players from opposing franchises.

~ To activate TS players from opposing franchises, the team owner must create a new message board post to the league declaring the transaction, listing the teams/player/draft picks involved, so all owners are notified

    • < >Please note that if a team owns multiple picks in the same round, they need to specify which one they are surrendering (their choice) in the message board thread. If a team that is "purchasing" the new player owns multiple picks in the appropriate rounds, that team should specify which of these picks they wish to trade away.***

The Commissioner will execute the transaction as a trade if the picks are valid, if all league fees for the pick years are fully paid and if all roster requirements.

Undrafted Rookies get the comp as a 4th rounder - i.e. 3rd and 4th round picks

Example of how the transaction will take place...

~Post title - TS activation Jerick McKinnon

      San Diego

I would like to TS activate Jerick McKinnon of the Detroit Lions taxi squad.

Drafted pick 4.24 by Detroit Lions
Offer 2015 or 2016 3rd of the San Diego Chargers
2015 or 2016 4th of the San Diego Chargers

Then ensure that your Dues are paid because I will be doing that right after ensuring you have the draft picks.

Then you need to ensure you have a roster spot available because I will be doing that as well... If all checks out. I will process the claim as a trade.

    Chapter 8 - Injured Reserve

Once a player has suffered an injury that will put him on IR, he cannot be bid on during auction or acquired through trade during that current season. However, you still have the option of dropping an IR player to clear up cap space.

    ·        Each team will have Limitless IR spots.

    ·     If you place a player on IR, his salary will only count 50% towards the cap while he is on IR. Once that player is off  IR,his salary will be back to 100%

    ·      For a player to eligible for IR, they must be on the IR in the NFL.

    ·      Teams will be eligible to and must take a player off I.R 24 hours after the NFL team has withdrawn the player from their I.R.

    ·      During the off-season, players are not eligible for I.R know matter how devastating the injury maybe.

    ·      Once a player is on the injured reserve list, the team may acquire a free agent to fill the empty spot on the main roster (In accordance with acquisition rules).

     Chapter 9 - Submitting Lineups

    • Under extreme circumstances will the commissioner or co-commissioners set your lineup for you, but like I said, the circumstances must be extreme for us to do it.

      •  Starting lineup Requirements

Owners may not, under any circumstances, start any injured players (Players declared out) or bye week players (regardless of the team’s roster. We have 30-36 man rosters limits for a reason.

        Lineup Deadlines

Lineup deadlines are per day. Lineup deadlines are at kickoff of the FIRST game of that day. Here is an example:

        • Thursday game kicks off at 8:30PM, so the deadline for Thursday’s game is 8 :30 PM

        • Sunday has games at 1PM, 4PM, and 8PM, so the deadlines for ALL of Sunday’s games are those designated times.

        • Monday has a game at 8:30 PM and one week where two games is played, so the deadlines for Monday’s game (s) are those designated times.

The FA schedule will be as follows:

**WE WILL HAVE AN AUCTION OPEN ALL YEAR DURING THE SEASON UNTIL PLAYOFFS BECAUSE PLAYERS WILL ALWAYS GO FOR MARKET VALUE AND NOT BE PICKED UP SO CHEAP.**

    Chapter 10 -Trades

    •   Trading will be allowed between teams that are paid in full for the season.

    •    Any trade, which causes a team to violate starting lineup requirements in the absence of other roster moves, will be rejected.

    •     Trade deadline extended to the Tuesday before the start of week 12

    • Players who have played in the Thursday night game, can not be traded until the following Tuesday Midnight. An attempt to do so will constitute a salary cap punishment.

    • If you are TRADING FUTURE DRAFT PICKS you must be paid in advance...

If you are RECEIVING FUTURE DRAFT PICKS you do not have to be paid in advance.

    I.Conditional Trades

Conditional trades (Based only on performance) are allowed. For example, Team a trades player A to Team B for a 1st & 4thround picks in 2016. The 4th round pick is conditional on certain performance-related variables that may be met by player A.

    1.  If he reaches 0-1500 all-purpose yards, the pick is a 4th.

    2.  If he reaches 1501-1700 all-purpose yards, the pick becomes a 3rd.

    3.  If he reaches 1701-1900 all-purpose yards, the pick becomes a 2nd.

    ·      To ensure they are available, all picks involved in a conditional trade are frozen. The commissioner will keep track of the conditions and award the team the agreed upon compensation once said conditions are met.

    ·      Conditions can be tied to team performance as well. For example Team A could make a trade condition dependent upon whether they win their division, win a playoff game, or win the championship.

    ·      When a conditional trade is made, every detail of it will need to be sent to the commissioner’s office, and all parties involved will need to agree to it. It will be the responsibility of the owner to email the commissioner the conditions for his records to reflect on for the next year when adjusting draft picks, etc.

Chapter 11 - Free Agency (FA)

All Free Agent auction players who have been won during an offseason auction need to be signed to a 2 to 5 year contract. 1 year contracts are illegal during the offseason, the only time you can sign a player to a 1 year contract is during the fantasy football regular season

    ·      A player is eligible for Fantasy Football Auction if he is on an active NFL roster. No owner may auction bid on a player that is a Free Agent in the NFL and is not on a team at the time of blind bidding or Auction style bidding.  Undrafted Rookie Free Agents that sign with teams after the NFL draft, are eligible to be bid on in the VNFL free agency rookie auction after the rookie draft is complete

    ·      Teams may only bid the amount of salary they have in cap space. So only bid the exact amount of money you are willing to give up.

    ·      Players signed during the season through Auction bidding will receive 1- year contract and be returned to the FA pool at the end of the season with the exception of 1 player that may be resigned. The salary to resign a fcfs player picked up in FA will be $1,755,000 per year you wish to sign him. This total will be added to the players salary he has at the time of resigning.. So if you pick up player A who you picked up at $1,000,000and wish to sign him for 3 years, you must pay him $5,265,000 along with his salary of $1,000,000 and this is before the 10% annual increase. These contracts will be UFA.

    I.Restricted Free Agents

Restricted Free Agents : are players who have been signed to a 3-5 year deal. At the end of a player's 3-5 year deal, the original owner will have 3 choices...

1- Resign the player, formula : last years point total÷ by 2

2- Release the player, and attempt to re-sign him cheper.

3- Franchise tag the player .

    II.Unrestricted Free Agents.

Unrestricted Free Agents: are players who were signed to a 2 year deal. At the end of a player's 2 year deal, the original owner will have 2 choices...

    1. Sign the player to his franchise tag for 1 year

    2. Release the player into Free Agency without a cap hit.

    3. III.Position Changes

If a player gets his position changed by VNFL , you will not be afforded an opportunity to change him. You will have to make the adjustments.

NOTE: NFL positions are defined by the roster designations Listed on the teams’ official game books and MFL.

      Chapter 12 -  Salary Cap

Each team will have whatever the NFL salary cap is for that current season. If the cap rises, so does the VNFL’s cap. If the NFL cap gets lowered so does the VNFL’s cap.

      • during the fantasy football season we use a hard cap, what this means is under no circumstance can you go over the cap. This includes Trades

      Chapter 13 - Player Contracts/Salary Cap Punishments

      I.Dropping a player:

      • if you drop a player,  you as an owner will be accountable to pay 35% of that salary you paid that player for the full length of their contract.  It will be tracked and forwarded to the following seasons until the contract has fully expired. So if you drop a player in 2018 who has 2 of 3 years left on his contract,  your cap will be penalized 35% of that players salary for the 2018 and 2019 seasons. If you drop a player who has 5 years left on his contract,  you will carry the 35%  penalty for that players salary each year for the 2018 to the 2022 seasons

Cap punishment yearly % breakdown for dropped players with years left on their contract.

        1st year 35%

        2nd year 35%

        3rd year 35%

        4th year 35%

        5th year 35%

So if you drop a player with 5 of 5 years left on his contract than your cap will be deducted 35% of that players salary the next 5 years for dropping him. If he has 3 years of 5 left, than you will be paying 35% of that players salary for the next 3 years.

        II.Contract Basics

A player’s base contract salary is equal to the winning bid. Contracts end when either they are cut or run their full length depending on when the player was cut.

Rookie salaries are set based on the pick used to select them. Please ensure that you have enough money to sign your rookies to their contracts. The DRAFT IS MANDATORY!!! There are salary cap penalties for cutting rookie players.

        III.Player Raises

Every Player will get a 10% pay raise that is on your roster the day before the First Free Agency period. The league season will try to coincide with the NFL league season in everything we do. Do not get league season and game season confused. With league season, (usually March through August) that is when the commissioner allows trading, FA bidding, etc.. Game season is the start of the NFL Games (Usually around September through January)

        1. The lengths of the individual contracts are at the discretion of the owner, but all lengths must be in whole numbers. 2-5 years unless you get a player during in season auctions, then it is 1 year.

        2.  The MINIMUM contract length is (2) years and the MAXIMUM contract length is five (5) years.

        3. There are no restrictions to the number of players on your roster signed to maximum contracts or minimum contracts.

        4. Contract years run from the day they are assigned until the end of that calendar year.

        5. All contracts for any type of bidding must be posted on the message board that the commissioner creates. All Owners are responsible for having all of their players under contract 1 day before the NFL season starts.

        IV. Player Holdouts

At the end of the NFL regular season (Week17); any RFA/UFA player whose end of the year stats (total points) place the player in the top 10 at the player’s position, and they have completed the 2nd year of any RFA/UFA contract, they are considered a holdout. Holdout salaries will be based on the average of the top-10 highest paid players at that player’s position. ORC contracts are not eligible for holdouts until their original ORC have expired and are on their 2nd year of their new contract.

To resolve a player’s holdout, the owner has three options:

        1. Accept the new contract demands. The owner may choose to accept the player’s new contract demands. The player then signs a new contract  The player will then have  a salary equal to the average salary of the top-10 highest paid players at the player's position or if their salaries are higher than the holdout salary than their salaries will stay the same .

Note: You may sign the player to a new contract if he's a RFA or leave it as is. All holdout UFA'S can't extend contract and will stay as is.

        2. Waive the player. The owner may choose to release the player. Releasing the player from the contract will cause a 35% salary cap penalty at the current salary for as many years they have remaining on their contract.

        3. The player may stay on the roster until you pay the hold out salary OR A DATE DETERMIND BY THE COMMISSIONER. Once the date the commissioner sets comes, that player will be put on your Taxi squad and not allowed to be moved up unless he is traded. Once traded, the new owner needs to sign the acquired player to the holdout salary in order for him to be moved back up to an active roster

        V. Career Ending Injury, NFL Retirement and Player Death

If a player you own is placed on the NFL’s injured reserve list for a career –ending injury and you release him, you will incur no Salary cap punishment.

If a player who retires, comes back, he is automatically a FA.

        VI. Contract Extensions

Formula = Previous years point total ÷ by 2.

Once a player's contract expires an owner will have a chance to resign his player only if said player is a RFA or ORC, meaning he was signed to a 3-5 year contract or was drafted in the rookie draft.

        VII.Resigning a player:

Every year, the commissioner will select a date that all owners must decide if they want to resign players on expiring contracts or release them to Free Agency.  As owners,  you will be able to extend these players for a minimum of 2 years to a maximum of 5 years. However,  they will become UFA'S once extended and will be Free Agents once their 2nd contract expires, unless you franchise tag them.  As a league,  this is how we will determine the salary for expired RFA contracts.   Formula = Previous years point total ÷ by 2. So.... last year Russell Wilson had 387.75 points. You would divide that point total by 2, which gives you 193.86. Then move the decimal over to the left once.   So if Russell Wilson was at the end of his RFA contract, to extend him,  it would cost you $19,370,000.  Allen Hurns had 99.40 points last season.  If he had an expired contract and you wanted to extend him.  You would divide 99.40 by 2 and get 49.70 . So his salary would be $4,970,000 .  Russell Wilson had the most points in 2017 so we used him as an example.   Also,  10% increases won't apply to the 1st year of an extended players contract.

VIII. Traded players and extending their Contract

A player may have his contract extended when he is traded. An owner who acquires a player will be allowed to extend that players contract for a maximum amount that totals 5 years total contract years. Example. If Tom Brady is traded and he has 2 years left out of a 5 year deal, the owner wants to extend him to the maximum of a 5 year contract. The owner must put down how many years TO EXTEND HIS CURRENT YEAR CONTRACT, so the new owner will put on the message board " Please extend Tom Brady 3 years" that tells me you want him to have a new 5 year contract where he is serving 1 year out of 5 once the new contract is approved. Extending a traded player is an additional $4.500.000 per year to the players salary.

Example. Tom Brady who is on his 4th year of a 5 year contract gets traded to owner A and Brady's salary is $17 million per year. Owner A wants to extend Brady 4 years to give him the maximum 5 year contract. Brady's new salary will be $35 million per year plus the 10% annual player raise. If Brady is a holdout and the same scenario is given, whichever higher the salary will be awarded to Brady.

NOTE: An owner has 48 hours to notify the commissioner that he wishes to extend a traded for player and ORC contracts cannot be extended.

IX.How to read the Website’s Roster Page Info on Contracts

A player’s contract info is as follows.

“Years remaining” is the number of full years that the player still has remaining. Unless extended a player’s contract lasts anywhere between 2-5 years.

“Contract Total” is the total length of the contract.

The “Contract Title” describes what type of contract the player is under.

        Examples below:

        UFA:

      • This means that the player will be an Unrestricted Free Agent when this contract expires after 2 years. UFA's are free agents after 2 years and the existing owner loses all rights to this player once his contract has been served, unless the owner wishes to franchise tag the player.  This designation allows owners to bid on their players through the MFFL Auction style. If you lose the player, you do not get compensated like with RFA.

        RFA:

      • This means the player will be eligible for Restricted Free Agency when his contract expires. This includes franchise tag, exclusive tag, etc and the owner has first rights to resign the player instead of losing him to Free Agency.

         ORC:

      • This means the player is playing under his Original Rookie Contract and is not eligible for Holdouts. When this contract expires, he will be eligible for a new contract based on the last years point value. He is eligible for the new Performance increase.

        FRANCHISE:

The player has had the franchise tag applied.

       Chapter 14-  Schedule and Playoffs

      I. Playoff Setup

The VNFL regular season consists of 16 games during weeks 1-12 of the NFL’s season..  Achieving 16 games during 12 weeks requires double headers, where each franchise plays two head-to-head matchups instead of the standard one head-to-head matchup for that designated week. Double header weeks could change season to season as the NFL’s schedule will be reviewed to minimize the impact of the NFL bye weeks. The featured double header weeks include:Week 1 - Double HeaderWeek 2 - Double HeaderWeek 3 - Double HeaderWeek 12 - Double Header Playoff's Overview

Our league uses a playoff format that resembles the format used for one conference in the NFL. In the 32-team, 6 total playoff participants  from each conference qualify each season for a chance at the league championship Each team will receive a seed from 1-6 based on how they qualify for the playoffs. Division winners and 2 wild card winners

Below is the tiebreakers the VNFL will use in determining playoff teams.

These have been modified from the NFL Playoff tiebreakers.

TO BREAK A TIE WITHIN A DIVISION

If, at the end of the regular season, two or more clubs in the same division finish with identical won-lost-tied percentages, the following steps will be taken until a champion is determined.

      II.VNFL Toilet Bowl

The VNFL will have 1 toilet bowl tournament. The VNFL toilet bowl participants will consist of all teams who did not make the playoffs.

The Toilet Bowl Champion is competing for a 3rd round compensatory pick.

Toilet Bowl Teams  WILL NOT BE RESEEDED AFTER EVERY WEEK OF PLAY.  Owners will know who their opponents are every week until a Big Turd is crowned.

      Chapter 15 - Franchise Player

      ·      Each team is allowed to use 1 Franchise Tag

      ·      Each Team announces their tagged players on the link that will be created to coincide with the date list on the calendar; along with the required qualifying offer they are making for the player.

      ·      This qualifying offer will not count towards the team’s current salary cap for the duration of the blind bidding period.

      ·      Once a player has been tagged, he will be released into the FA Pool where he will be eligible to be bid upon by all owners that have the required Compensation.

      ·     The team owner has the option of matching the winning bid and retaining the player, or may let the player go and receive compensation from the team with the winning bid. After the deadline has passed and no other team wants to offer a contract to the franchise player, the original team has 2 options:

Sign the player to his franchise tag for 1 year Release the player into Free Agency with 35% cap hit of the franchise tag salary at their position.

      ·      A franchised tagged player may negotiate with other teams, but if he signs an offer sheet from another team, the original team has a right to match the terms of that offer, or if it does not match the offer and thus loses the player, is entitled to a 1st round draft pick and a 3rd round draft pick.

-The owning team may only franchise tag a player 2 times.

      ·      The owner that has designated the player to be tagged may not lift the tag but will have the right to not sign him to a contract by the deadline, the player then would become a FA.

      -   During the Franchise Tag period, the trading of draft picks will not be allowed until the Franchise tag period is over. This is to ensure that owners do not attempt to cheat the system by trading higher round draft picks for lower round draft picks, in an attempt to get a player.

      I.Minimum Qualifying Offers (Auction style)

The franchise tag means a team pays said player either the average salary of the top five highest-paid players at his position, or 120% of his salary from the previous year (whichever of the two numbers is higher)

      ·      The qualifying offer for Franchise Players must equal the average of the top 5 salaries at their position. The qualifying offers will not count against the salary caps until the owner accepts or declines the final offer.

      II.Compensation

      ·      Draft choice compensation for a Franchise tagged player is a 1st and 3th round pick.

      ·      Only teams with the required draft choice compensation are eligible to bid on tagged players.

      ·      The team that tendered the Franchise player must let the league and commissioner know their intentions to sign, match, or decline, on the message board by the deadline posted on the calendar.

      Chapter 16 - Compensatory picks

In the NFL and in trying to keep with the NFL, there are compensatory picks given out to NFL teams. These picks handed out by the NFL, awards comp. picks to teams who lost major players through FA, and yes they even give dominate teams comp. picks also. The VNFL is no different, however, in trying to maintain a competitive league the VNFL will give owners something to play for and it helps with parity in the league. There are 2 ways a team can get comp picks, they are:

-Finishing with a below .500 (Less than 8-8 record)

-Losing a Player through free agency where that player was on your team, but you refused to sign him, and he signed with another team.

       I. Losing Record

Compensatory draft picks will be awarded to the teams who have below a .500 record.  (Less than 8-8 record)

The purpose of the compensatory picks is to give every opportunity/hope to owners, regardless of how bad it may seem, & to assist in turning their franchise around.

-All compensatory picks are awarded at the end of the 3rd round. The  picks will be awarded as follows per conference:

~ 3rd round compensatory picks – Any team finishing with a record below, not at .500, will receive an additional 3rd round pick starting at the 33rd pick of the 3rd round of the the VNFL Draft.

COMPENSATORY PICKS CAN BE TRADED STARTING IN 2018 !!!!!!!!!!!!

II. Loss of Player(s) via Free Agency

The next way to get compensatory picks in the VNFL is when you have a free agent who you decide not to sign after his contract expires, and that player met a certain point criteria the following year.

Below is the point threshold and the compensatory picks to match.

      Points                                                                                               Comp. Pick

      225 or higher..                                                                                            2ND

      190-225                                                                                                     3RD

***A player's retirement, death, career ending injury WILL not constitute a team getting a compensatory draft pick at any time.**

      Chapter 17 - Rookie Draft

The rookie draft is the single most important event of the year in fantasy football. For dynasty leagues this is the most effective way to add new talent to a franchise and make or break that team for seasons to come. Like the NFL draft, there is much preparation and in depth analysis of the players and whether they will fit into the team’s system properly. The draft consists of 4 rounds. Each pick has a dollar amount attached thereby fixing the starting salary for whoever is drafted in that slot. The rookie pay scale is found on the league website.

All rookie contract lengths will consist of the following years in correlation to the round drafted.

      Chapter 18 - Official Stats

Every week, a couple of days after all of the games are final and your fantasy scores have been calculated, the Elias Sports Bureau (which is the official statistician for the NFL) reviews all of the games on tape and sometimes issues official stat corrections if needed.

For example, one of the most common stat changes is when they award a sack to a defensive player that wasn't originally credited with the sack during the game. This can happen when the wrong player's number was written down as part of the official scoring during the game. Another relatively common example is when a passing play is changed to a rushing play (or vice versa) because after reviewing the tape, they determine that the pass was actually a backwards lateral instead of a forward pass.

The myfantasyleague.com website allows us to process stat changes as they are released by the NFL. Any stat changes issued by the NFL will not affect our fantasy game scores if processed after Friday at 9:00 PM.

Any scoring plays/situations that are not specifically handled by our league rules will be decided by following however the website scores the play.

We have decided to apply these stat changes.  It is just common sense, if the NFL stats are changed, then we should be using the corrected stats.

Real time scoring are not official statistics. The official statistics and points will be posted after the week’s games end.

Note: So please do not call me up and ask me why certain points are not showing up on the live scoring, also please take note, the scoring of players has been set up by me. There are some scenarios that I may just not have thought of or it wouldn’t be feasible to do, so if your LB, blocks an extra point and runs it back for a TD, and doesn’t get credit for it,, that’s how it is, you will have to deal with it..

Chapter 19 - Uncontrolled Events and Implications

      I. Work Stoppage

      1. In the event of a work stoppage, strike, lockout, or anything of this nature in the NFL, our season will freeze along with the standings and statistics.

      2. Our league will resume when the NFL season restarts.

      3. A revision in the schedule, rules and regulations may be necessary to accommodate for the delay.

      4. This revision will immediately be processed and distributed to each football team as soon as possible.

      II. Season Cancellation

      1. Upon official announcement by the NFL of the season being cancelled our league will end the season prematurely. All prize money will be carried over to the following season.

III. Human Error within the League Office

      1. If there was a human error made within the League office all attempts shall be made to retroactively correct the error and its subsequent ramifications.

      IV. Communications

In communicating electronically with other football owners or the league office, there is always a risk of the message not being received by the intended party. It is up to the individual to ensure that their message has been received. This includes all forms of communications, but is not limited to telephones, Mail, Email, and paging.

This Rulebook may be amended at any time by the Commissioner or his designated representative(s)!

      Rookie Pay scale.

*** Draft Picks 3.33 – 3.42, and 4.33 – 4.42 can be interchanged for if there is more compensatory picks for 3rd round or 4th round. ***

      • All Play winning percentage

Finally, if teams are still tied after all the tiebreakers have been exhausted, a coin flip will take place to determine draft position.

-Coin flip(s), will occur(s) 1 hour before the VNFL Draft.

        •         If an owner withdraws from the league during the draft, the draft will stop until a new owner is found and begin when the new owner is selected without penalizing the new team.  Or the commissioner will assign an owner to draft for the team until a new owner can be found.

•The draft will last 4 rounds and is Mandatory.

      • Annual Rookie Draft Order

The rookie draft order will be determined based on the potential points (PP) from the previous season’s final standings except for playoff teams, which will be based on final standings. Using this format, the team with the lowest potential points (PP) will pick first and the next lowest PP will pick 2nd and so on and so forth. .  The 21-32 picks will be based on when the team gets knocked out of the playoffs and comparing their record with the other teams knocked out of playoffs in same round.  For instance in the wild card round the worst record of the 4 teams will get pick 21 and the best record of the 4 teams would get 24.  This will happen in each following round of playoffs until all seeds are set.

Tiebreakers for situations where teams have the same record are as follows, with the tiebreaker winner receiving the higher numerical pick:

        Conference Winning %

        Division Winning %

        H2H Total points

This will ensure teams don’t tank to get the overall 1st pick of the draft.

If more tie breakers are needed, the following will be used.

        Total points score

      •

4th Round Draft Picks will receive 3 year (ORC) contracts.

Our league will conduct a rookie draft every year. The rookie draft will occur at or near the start of the actual NFL draft. The league commissioner will set the date and time of the rookie draft for the league.

      Draft Basics

      • For round 1.. (**For 2016, and beyond depending how 2016 turns out**) Each team will have 20 minutes to make their draft selection. I will be doing/co hosting a radio show for our draft for the 1st round. I will ask owners to text/email me their pick, or any blockbuster draft day trades. This will help get owners in the fantasy spirit and also get owners to start participating more.

Rookie salaries go into effect immediately upon drafting.

The list of the Rookie Wage scale is at the end of the rulebook.

The following Rules for determining draft order will prevent tanking and will hold all owners accountable for making sure their lineups are the best they can be.

       Annual Rookie Draft Order

The draft order is determined by the following criteria:

      • 2nd Round Draft Picks and 3rd Round Draft Picks will receive 4 year (ORC) contracts.

      • 1st Rounder Draft Picks will receive 5 year (ORC) contracts.
