I.  Preamble

The “USFL Superflex” is a superflex salary cap/contract dynasty league with a USFL theme.

The League is hosted on MFL, and commissioned by Dionys Heimgartner.

II. Standard of Conduct

Managers are expected to maintain an appropriate standard of courtesy, etiquette, civility and fair play.  Obscenity, vulgarity, pettiness and other similar conduct will not be tolerated. 

All managers must identify themselves by their real names and provide either a valid phone number and/or Skype account.  

III. Divisions & Teams

The League is comprised of twelve (12) teams, split into three (3) conferences:

  • Atlantic Conference
    • New Jersey Generals (L)
    • Boston Breakers (L)
    • Washington Federals (M)
    • Jacksonville Bulls (S)
  • Central Conference
    • Chicago Blitz (L)
    • Philadelphia Stars (L) (relocated from Houston M in 2016)
    • Memphis Showboats (S) (relocated from Pittsburgh M in 2017)
    • Houston Gamblers (M) (relocated from Oklahoma S in 2018)
  • Pacific Conference
    • Los Angeles Express (L)
    • San Antonio Gunslingers (L) (relocated from Denver M in 2019)
    • Oakland Invaders (S)
    • Arizona Wranglers (S)

Teams designated with an (L) are large market teams, (M) are medium market teams, and (S) are small market teams.

Team names cannot be changed.  Logos can be improved, but must be consistent with the team’s original USFL logo.

Beginning in 2016, one team per season may relocate its franchise to another USFL city/franchise.  Each manager who desires to relocate must apply by the end of the previous regular season and submit where they want to move the franchise to.  If more than one franchise applies, there will be a lottery between the applicants.  Only one franchise can relocate each season.  The relocating franchise must pay a “relocation fee” of $20, which will go toward MFL fees. 

The following USFL city/franchises are possible relocation destinations (amended per Feb 2018 vote):

Birmingham Stallions (S/M), New Orleans Breakers (S/M) / Portland Breakers (S/M), Michigan Panthers (M), Pittsburgh Maulers (M), Baltimore Stars (M/L) (linked to Philadelpha Stars), San Antonio Gunslingers (S/M/L), Orlando Renegades (S/M), Tampa Bay Bandits (S/M)

IV. Rosters

Rosters shall consist of twenty-five (25) players . . . broken down as follows.

QB, 2RBs, 3WRs, 1TE, 1SFX, 1 DST, 16 BE

In addition, each franchise will have four (4) Taxi and two (2) IR spots.  Only rookies can be placed onto the Taxi Squad, but they may remain on the Taxi Squad beyond their rookie season.

RC: Only players who are designated as IR by their NFL team are eligible for our League's IR.  So if a player is out temporarily, he cannot be placed on our IR.  Similarly, if a player is suspended for some or all of a season, this will not make him eligible for IR in our League. RC (March 24th, 2019):  DSTs will be eliminated after the 2020 season.

V.  Inactivity / Tanking

Managers are expected to be active from March through Week 16 of the regular season and field a competitive starting lineup every weekend.  While the commissioner will make reasonable efforts to encourage and remind managers, the commissioner will not remove an inactive player or fill an empty roster spot unless the manager requests such action. 

If a manager starts an inactive player, or fails to fill an active roster spot, the commissioner will review the incident and send public notice to the manager in question. A subsequent incident by such manager during a given season will result in disenfranchisement without refund.  

Tanking (starting a much weaker lineup than what is possible) will not be tolerated, and will result in the tanking team being stripped of its 1st round pick, subject to a simple majority vote (7 of 12 managers, including the commissioner).  Only the commissioner can submit a tanking charge against another manager, while any manager can submit a tanking charge against the commissioner.

VI. Salary Cap / Contracts

This is a salary cap league with variable caps.  Small market teams have an annual budget of $130 million.  Medium market teams have an annual budget of $150 million.  And large market teams have an annual budget of $175 million.

Player contracts can be between 1 - 4 years in length. Each franchise may have no more than seventy-five (75) years’ worth of contracts at any one time.  RC:  Contracts will first be set at the conclusion of the initial start-up activities (veteran auction/rookie draft), including for all rookies, including those placed on the Taxi Squad.

Taxi squad players will not count against the contract year max or against the salary cap.  IR players will not count against the contract year max (but their salaries count 50% against the salary cap).

When a player is dropped, 75% of his salary (over all contract years) will be charged to the franchise.  RC: This also applies to player who are cut while on IR. Per a 2014 league vote, it was decided that players on a Taxi Squad can be cut without any cap penalty.

RC: If a player retires, dies or is permanently banned from the NFL, he can be cut at the end of the season without future contract year penalties applying.  RC2:  A player shall be deemed retired if he files retirement papers with the NFLPA or, commencing after the end of the 2014 season, if the majority of the league votes that such player is retired.  RC3:  If an NFL team switches a player to a non-scoring position, then that player can be cut without a penalty.

VII. Inaugural Veteran Auction & Rookie Drafts

Veteran Auction:

The inaugural start-up auction will commence as soon as all franchise fees have been paid.  Winning bids will establish the value of players.  Key points:

  • The minimum bid is $1 million.
  • All bids must be in increments of $250,000.
  • Bids are not “proxy”.
  • No more than 24 players can be up for auction at any one time.  RC:  The Commissioner has the discretion to increase the auction size, subject to reasonable advance notice.
  • RC: Once the auction begin to wind down, the Commissioner will set a nomination deadline, with ample notice, at which point no further nominations can be made. 

Inaugural Rookie Draft:

The inaugural rookie draft will be held shortly after the inaugural auction.  The order of the inaugural rookie draft will be determined on a bid basis.  Prior to the inaugural auction, each manager may bid on the 1.01 – 5.01 slot using their 2014 franchise budget.  Bids must be in increments of 250,000, and the winning bid will count if it stands for more than 24 hours.  Whoever bids highest gets the top slot, the 2nd highest bid gets the 1.02 – 5.02 slot, and so on.   2014 budgets will be adjusted to reflect winning bids.   If more than one manager does not submit a bid, the remaining slots will be assigned on a random basis.

In the event that five (5) or fewer managers submit bids for the 1.01 - 5.01 slot, then there will be a follow up auction for the highest slot that was not acquired as part of the initial auction.

Free Agent Auction:

An annual Free Agent auction will take place each April (RC: with a 2nd Free Agent auction at the end of August).  Winning bids will establish the value of players.  Key points:

Subsequent Rookie Drafts:

All rookie drafts are a slow-style draft on the league message board.  All rookie drafts are straight drafts, not snaking.  The order of all rookie drafts following the inaugural rookie draft will be based upon regular season results (for non-playoff teams) and playoff results (for playoff teams), with worst drafting first and the league champion drafting last. 

Rookie salary scale:

  • 1.01 – 1.03:  $4m
  • 1.04 – 1.06:  $3.5m
  • 1.07 – 1.09:  $3m
  • 1.10 – 1.12:  $2.5m
  • 2nd Round:    $2m
  • 3rd – 5th Round:  $1m

Draft picks can be traded, subject to Article XI below.  RC: A manager is not required to use all draft picks in a given draft.

VIII. Scoring

The League uses the following scoring system, which emphasizes positional parity.

        Passing

  • Passing Yards: 0.35 points per yard (e.g. 10.5 points for 300yds)
  • Passing Touchdowns: 4 points
  • Interceptions: -3 points (-5 for Pick 6s)
  • 2pt Passing Conversion: 1 points

        Rushing

  • Rushing Yards: 0.12 point per yard (e.g. 12 points for 100yds)
  • Rushing Touchdowns: 5 points
  • 2pt Rushing Conversion: 2 points

        Receiving

  • Receiving Yards: 0.12 point per yard (e.g. 12 points for 100yds)
  • Receiving Touchdowns: 5 points
  • Each reception: 0.5ppr (TEs are 0.75ppr)
  • 2pt Receiving Conversion: 2 points

All Fumbles: -2

IX. Standings & Stats

League standings are tabulated weekly based on overall winning percentage. Ties will be broken with aggregate Points For, then divisional winning percentage.

Stats will be as reported by the MFL system.

X. Free Agency

Each franchise has up to four (4) franchise tags which it can assign to impending free agents in any order.  Tag 1 has a 20% premium over the player’s previous salary, Tag 2 has a 30% premium, Tag 3 has a 40% premium, and Tag 4 has a 50% premium.    No player can be franchised for more than two (2) consecutive seasons. Each franchise must announce its franchise tags in March.  RC: All franchise salaries will be rounded to the nearest $250k.

An annual free agent auction will take place in April of all available free agents. RC:  Auction funds will be based on the cap space of each franchise (so if a franchise has $11m of cap space at the time of the auction, then it has $11m auction funds).

During the season, free agents are acquired by waiver (assigned on a worst-to-first basis).  Each free agent has a value of $1 million.  Each free agent will be on a one (1) year contract (i.e. they become a free agent at the end of the season), subject to franchising. 

RC (issued March 2017): If someone drops a guy during Week 1 and Week 16 who has a $5m contract or larger during the season (which doesn't happen much), then that player can be picked up during the season for that season, but not franchised beyond.  See:  http://www56.myfantasyleague.com/2017/mb/topic_show.pl?bid=201749119&tid=4917060

XI. Trades

Player / draft pick trading is allowed at all times, except for the end of the regular season (Week 14) through the end of the League playoffs (Week 16).  Draft picks can only be traded with respect to the current season and the next season (with a season ending following the last game of Week 16).

Cap space cannot be traded.  RC: This also includes auction funds.

RC: If a manager trades for a player who is currently on a Taxi Squad, that player may then be placed on the Taxi Squad of the acquiring manager.

Trade Review process

All trades are subject to review by all managers for collusion or extreme, indefensible unbalance. 

Challenging the validity of a trade is an extremely grave act which should only be carried in exceptional, clear-cut cases.  Following a formal challenge, the trading parties as well as the challenger must present their views on the trade.  Thereafter, a challenged trade shall be subject to a league wide vote, with a simple majority (6 out of 10) of non-involved managers to overturn a trade. 

XII. The Season & Playoffs

The League’s regular season will run from Week 1 through Week 14.

Each division champ and the best non-champ will make the playoffs.  Seeds #1 and #4 / Seeds #2 and #3 will face off in Week 15, the winners will face off in Week 16 for the League Championship. 

The worst four teams will compete in the Toilet Bowl, while the middle four teams will play in the Plain Jane tourney.  The winners will receive 3.13 and 4.13 of the subsequent rookie draft, respectively.

League schedule (key dates):

January – Off Season (No organized activity, Free Agency is closed, but trading is allowed)

February – Fees due / Rule Change voting

March - Announce franchise tags / Relocation lottery (starting in 2016)

April – Free Agent Auction

May – Rookie Draft

Regular Season – Weeks 1 – 14

Semifinals – Week 15

Championship – Week 16

XIII. Fees

Franchise fees are based on the market type in which the franchise is located.

  • Small markets - $35 per season
  • Medium markets - $50 per season
  • Large markets - $70 per season

Franchise fees must be paid one year in advance (i.e. 100% deposit for the next season is due before activities for the current season commence).  Franchise fees will be handled through Leaguesafe.com. 

The annual fees of $660 (edited for 2019 season) will be paid out in their entirety as follows:

  • Season Champ - $410
  • 2nd Place - $100
  • 3rd Place - $80
  • 4th Place - $70

MFL fees are covered by the commissioner.

Franchise fees are only refundable if the League is disbanded or a franchise owner finds a suitable replacement who covers the franchise fees for the current year and the next year.

XIV. Amending the Rules / Interpretation

Major amendments to the League’s structure will not be entertained. 

Minor refinements / rule changes will be considered, using the following process:

A proposed rule change can be submitted for commissioner review at any time. If a proposed rule change is deemed “possibly appropriate” by the commissioner, it will be submitted for a league-wide vote.  A strong majority (9 of 11 of managers, excluding the commissioner) is required to change a rule, which would go into effect the following season.

Because of the inability to include all possible scenarios in these rules, the commissioner will assume the governing position for the league. If any issues, ambiguities, loop holes or other problems come up, the commissioner will identify the issue to the league, seek input from managers and then determine the correct course of action.   Any such course of action can be overturned if a majority of managers (6 of 11, excluding the commissioner) so vote.

The League can only be disbanded if 9 out of 12 managers vote in favor of disbanding, in which case all franchise fees will be refunded.

XV.  Notes

In order to set available auction funds, Figured it out now, set each Franchise's "Starting Auction Funds Available:" individually and then select the 2nd option under "Available Auction Funds Are Reduced By:".  Also, make sure to free up Auction Nominations under Abilities.

XVI.  League Amendments

1.  March 24th, 2018 - League has decided to eliminate DSTs following the 2020 season.  Vote was 9-1.
